Structured advisory across governance, strategy and institutional systems.
We work alongside our clients at every stage of the engagement, providing continuous support from initial assessment through to implementation.
Five areas. Defined deliverables.
Strengthening governance systems, accountability frameworks and institutional effectiveness. We address the structural conditions under which institutions operate — how authority is distributed, how accountability is maintained, and how governance arrangements support or constrain effective action.
Governance diagnostic reports
Operating model design
Decision rights mapping
Board structure recommendations
Institutional policy frameworks
Where authority is unclear, accountability is diffused, or governance structures no longer match the institutional mandate — particularly during periods of transition or organisational stress.
Supporting leadership through complex decisions, reform processes and organisational change. Our approach separates analytical reasoning from institutional positioning, ensuring decisions rest on documented evidence rather than assumption.
Strategic assessment notes
Scenario planning documents
Decision briefs
Trade-off analysis
Implementation roadmaps
Where strategic direction must be defined or tested under conditions of uncertainty, constraint or competing institutional interests.
Designing organisations, operating models, internal systems and digital governance solutions. This includes the creation and early-stage structuring of new institutions as well as the operational restructuring of existing ones.
Organisational design blueprints
Business model evaluation
Systems integration plans
Operational handbooks
Digital sovereignty frameworks
Where an institution is being established, restructured or requires alignment between its organisational design and operating reality — including reduction of dependency on external platforms.
Providing policy research, governance assessments, risk analysis and evidence-based recommendations. Analysis always precedes conclusions; recommendations are grounded in documented evidence and transparent reasoning.
Strategic research reports
Policy and regulatory analysis
Stakeholder mapping
Benchmarking and comparative studies
Risk and feasibility assessments
Where a decision requires an independent evidence base, or where institutional understanding of a policy, regulatory or political environment is incomplete.
Supporting implementation through expert field research and operational coordination. We bridge the distance between recommendation and result, ensuring strategic intent is translated into actionable outcomes.
Field study evaluations
Expert deployment plans
Implementation monitoring frameworks
Operational coordination support
Where recommendations require field validation, specialised expertise or structured coordination to be implemented effectively.
Strategic Research & Analysis and Strategic Implementation are engaged on a selective, mandate-specific basis to ensure alignment with high-level strategic objectives.
Four stages. Formally documented throughout.
Confidential, non-binding discussion to understand the organisation’s needs, objectives and operational context, and to assess alignment.
A written agreement defining objectives, scope, deliverables, timeline and role boundaries before any advisory work begins.
Structured analysis, recommendations and implementation support delivered through defined milestones and written outputs.
Formal conclusion where deliverables are assessed against original objectives, with monitoring and adaptation where necessary.
Principles that shape every engagement.
Consultiva Strategies does not assume decision-making authority on behalf of institutions. Our role is to strengthen decision clarity, structure and accountability. Decision authority and ultimate responsibility remain with the client.
No advice outside a written mandate.
Every engagement begins with a formal, written definition of scope, objectives, deliverables and role boundaries. We do not provide informal or ad-hoc advice outside a defined mandate. Where mandates evolve, scope adjustments are formally documented and agreed before further work is undertaken.
Consultiva Strategies does not accept every mandate. Each engagement is assessed against defined criteria of independence, institutional alignment, expertise and capacity. Where a mandate is not accepted, the firm does not provide reasons.
